With the Australian government delaying its promise to double its foreign aid, a heated argument has broken out, reflecting much of the international aid debate. On the one hand, many governments argue that while aid should not decrease, in austere times its growth may be slowed. On the other, campaigners argue that the world's most vulnerable should not bear the cost of rich world profligacy.
